This innovation is intended to enhance the quality of public services while simplifying the application process for individuals applying for an SKCK. Accordingly, this study aims to examine the diffusion process of the online SKCK service innovation within the Serang City Police Department. This research adopts a descriptive qualitative approach. Data were collected through observations, document analysis, and in-depth interviews with selected informants. The informants were determined using purposive sampling, targeting individuals with substantial knowledge and involvement in the online SKCK service innovation. To ensure data validity, triangulation techniques were applied. The data analysis process involved data condensation, data display, and the drawing of conclusions. However, visitors have expressed various concerns regarding the quality of facilities and overall comfort within the area, including damaged pool infrastructure and inadequate sanitation conditions. This study aims to examine the implementation of the Minister of Tourism and Creative Economy Regulation Number 9 of 2021 by applying the policy implementation framework proposed by Van Meter and Van Horn. The framework identifies six key variables that influence the success of policy implementation: (1) policy standards and objectives; (2) resources; (3) inter-organizational relationships; (4) characteristics of implementing agencies; (5) social, political, and economic conditions; and (6) the disposition or attitudes of policy implementers.. Dilan Care is a program specifically designed to meet the basic needs of disabled and elderly inmates at the Class IIA Serang Penitentiary. The program consists of three services: Wisma Dilan, Dilan Clinic, and Dilan Update. The theory used in this study is Merilee S. Grindle's implementation theory, which encompasses nine main components across two dimensions: policy content and implementation context. A qualitative descriptive method was employed through interviews, observations, and documentation at the Class IIA Serang Penitentiary. The results indicate that, in terms of policy content, the interests of key actors, such as inmates and correctional officers, have been addressed, but this has not been optimally achieved due to limited human resources, budget, and infrastructure. The Dilan Care program has provided tangible benefits in the form of more inclusive services, although some services, such as the Dilan Clinic and Dilan Update, have been discontinued. From the context of implementation, strategic decision-making remains centralized within the Directorate General of Corrections, program implementers lack equitable competencies, and internal coordination needs to be strengthened. The bureaucratic organizational structure, family-like work culture, and internal and external oversight all influence implementation effectiveness. Overall, staff compliance and responsiveness to procedures are considered good. Cilegon City, as one of the industrial regions in Banten Province, experienced a significant increase in waste generation during the period of 2022–2023. As the institution responsible for environmental management, the Environmental Service of Cilegon City has introduced various strategies, including the development of an innovation in waste reporting services through the Jemput Ragam Sampah (JERAPAH) application. This digital-based platform enables citizens to report illegal waste (sampah liar) and request the collection of segregated waste efficiently. This study aims to analyze the implementation of public service innovation through the JERAPAH application by applying Rogers’ Diffusion of Innovation theory, particularly focusing on five innovation attributes: relative advantage, compatibility, complexity, trialability, and observability. The research adopts a qualitative descriptive approach, with data collected through observation, interviews, and documentation. The findings indicate that the JERAPAH innovation demonstrates strengths in terms of relative advantage, compatibility, and observability, particularly in improving accessibility, efficiency, and responsiveness of waste management services. However, several challenges remain, especially related to complexity and trialability, such as limited public understanding, technical constraints, and insufficient dissemination of information. The problems that occur and are studied by researchers are that there are no special assistant teachers available at Cibinong District Elementary Schools, State Elementary Schools appointed to implement inclusive education, some of them have not implemented accommodation or modified curricula and there are no adequate facilities and infrastructure available for teaching and learning activities for ABK in State Elementary Schools from both the Central Government and the Department. Bogor Regency Education. This research uses qualitative methods by analyzing results, interviews, observations, documentation and document studies. The results of this research show that based on the program evaluation presented by Program Evaluation (2023), the inclusive education program has not fully run well due to various factors.
