Abstract

The conflict over cement factory development in the Kendeng Mountains arose due to differing interests among local communities, the government, and corporations. Local communities seek to preserve the environment, while the government and corporations focus on economic development. This study aims to analyze the conflict dynamics and examine the conflict management strategies used in its resolution. The research employs a literature review method using scientific journals and articles published between 2020 and 2025. The findings indicate that the conflict is influenced by differences in interests, low trust among stakeholders, and ineffective communication. Therefore, a more participatory conflict management approach through dialogue and community involvement in decision-making is needed.
