Several issues were identified, including differences in facilities and infrastructure, differences in service procedures, and differences in service speed between the Population and Civil Registration Offices of Tangerang City and Tangerang Regency. The theory used in this study is the Servqual theory by Parasuraman, as cited in Tjiptono (2016:153), which includes five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. This study employs a descriptive quantitative method, with data collection techniques including questionnaires and documentation studies. The validity of the data was ensured through Validity Testing, Reliability Testing, Normality Testing, and Hypothesis Testing. The results of the study indicate that there are differences in service quality between the Population and Civil Registration Offices of Tangerang City and Tangerang Regency across all measured dimensions. The most significant difference was found in the tangibles (physical evidence) dimension. Sukarno was a significant political figure in the trajectory of Modern Indonesia, and he developed a number of ideas that have inspired political behavior in the contemporary era, such as Pancasila, Marhaenism, and Tri-sakti. This research is interesting amidst the main phenomenon of political parties in Indonesia that moving away from ideological conflicts and fracture. The research is using a qualitative method. By using a case study approach that features an in-depth view of social events, this research is expected to explain in detail the process of internalization of ideas carried out by PDI-P towards its members and cadres. The results of the study indicate that PDI-P internalized Sukarno's ideas through several methods, particularly cadre development and political education. To support this success, the party includes Sukarno's teachings as mandatory cadre development material outlined in the Articles of Association (AD) and Bylaws (ART). River water pollution can disrupt the ecosystem of living creatures, and the activities of the Tirtayasa Subdistrict community as the downstream area of the river in obtaining clean water are negative impacts caused by industrial activities. The Serang Regency Environment Agency, as a technical agency, has a strategic role in monitoring and controlling pollution reduction. This study was conducted to explain the monitoring process carried out by the Serang Regency Environment Agency in overcoming water pollution in the Ciujung River in Tirtayasa District. The theory used is Joko Widodo's (2011) concept of supervision, which includes the following dimensions: i) Policy Implementing Control Actors, ii) Standard Operating Procedures, iii) Financial Resources and Equipment, iv) Supervision Implementation Schedule. This research is descriptive qualitative. This study is descriptive qualitative. The data analysis technique used is Miles and Huberman. The results of this study show that supervision has clear mechanisms and legal basis, but in its implementation it still faces various obstacles so that it is not yet fully effective in overcoming water pollution in the Ciujung River. Therefore, the recommendations that can be given are to increase the number of supervisory officers in the PPLH (Environmental Supervisory Officers), provide adequate facilities and infrastructure, conduct regular environmental monitoring, and enhance collaboration with the community and relevant institutions in order to create more optimal and sustainable supervision.</em></p> Gabriela Titi Stiawati Copyright (c) 2025 Gabriela, Titi Stiawati 2025-11-10 2025-11-10 6 2 37 48 Pulau Sangiang, Antara Surga Wisata dan Konflik Lahan Pesisir Banten https://journal.epistemikpress.id/index.php/Epistemik/article/view/473 <p><em>Sangiang Island in the Sunda Strait is an area with high ecotourism potential, yet the agrarian conflict that has persisted since the entry of private investment in the late 1980s makes it a vivid example of the clash between development and local community rights. This study aims to analyze how land ownership and management conflicts emerged, their socio-economic and environmental impacts, and possible pathways toward resolution. The research applies a literature study with a qualitative-descriptive approach, drawing on reports from the Agrarian Reform Consortium (KPA), Project Multatuli’s investigation, policy documents, and academic studies, analyzed through content analysis to identify patterns of criminalization, marginalization, and the dominance of developmentalist paradigms. The findings reveal that the conflict on Sangiang Island stems from unclear land status, weak spatial governance, and limited community participation in development. These results emphasize that tourism development neglecting social justice produces vulnerabilities rather than prosperity. The strategic conclusion is the urgent need to shift toward development paradigms based on social justice, inclusive participation, and ecological sustainability so that Sangiang Island remains both a just living space and a sustainable tourism destination.</em></p> Teguh Aris Munandar Febri Saefulloh Copyright (c) 2025 Teguh Aris Munandar, Febri Saefulloh 2025-11-10 2025-11-10 6 2 49 60 Evaluasi Efektivitas Pelaksanaan Program Pelatihan Kerja Berbasis Kompetensi di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Serang https://journal.epistemikpress.id/index.php/Epistemik/article/view/439 <p><em>This research is motivated by the problem of unemployment which results in employment problems and problems in evaluating competency-based job training programs at the Serang Regency Manpower and Transmigration Office. These problems include lack of human resources and minimal collaboration in the training process, lack of program socialization to the community, limited facilities and infrastructure, and incompatibility of training with industry needs. This study aims to evaluate the success of competency-based job training programs using the CIPP (Context, Input, Process, Product) evaluation model developed by Stufflebeam (2003). The method used is a qualitative approach with data collection techniques through observation, interviews, and documentation studies. Data analysis was carried out using the Miles and Huberman (2023) model, which includes the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of the program still has several obstacles in its implementation, such as the unavailability of instructors from within the Serang Regency Manpower and Transmigration Office, limited vocational training each year, no continuous supervision during the training, no regulations governing the technical time of the training, limited facilities, and uneven distribution of places for implementing competency-based work training programs and inadequate budget sources to support the implementation of competency-based work training programs.</em></p> Inah Lestari Hasuri Waseh Teguh Aris Munandar Copyright (c) 2025 Inah Lestari, Hasuri Waseh , Teguh Aris Munandar 2025-11-10 2025-11-10 6 2 62 80
