Implementasi Pengelolaan Pemakaman Umum Di Unit Pelaksana Teknis Daerah (UPTD) Pengelola Pemakaman II Kota Bandung

Abstract

Public service is an activity carried out to fulfill the service needs provided by the government. Local government affairs that encompass community needs include urban infrastructure. One important aspect of urban infrastructure is Public Cemeteries. The management of cemeteries in Bandung City is carried out by the Department of Public Works and Construction of Bandung City. This research focuses on the Regional Technical Implementation Unit (UPTD) II for cemetery management, responsible for managing four cemeteries in Bandung City: Rancacili Cemetery, Gumuruh Cemetery, Ciburuy Cemetery, and Maleer Cemetery. The objective of this research is to describe and analyze the management of cemeteries in UPTD II Cemetery Management in Bandung City. The researcher employs a qualitative descriptive method and selects informants using purposive and snowball techniques. This study uses the theory proposed by Charles O. Jones, which consists of three aspects: Organization, Interpretation, and Application. The issues addressed in this research include the decreasing availability of cemetery land in UPTD Cemetery Management II in Bandung City due to an imbalance between the population and cemetery land availability, the conversion of cemetery land for other purposes by the surrounding community, and the presence of graves with structures that do not comply with regulations in terms of size and construction, including the absence of grass-covered graves. The results of this research show that the implementation of public cemetery management in UPTD II in Bandung City has shown positive progress but is still faced with several challenges that require further action to achieve more optimal results. Better coordination between relevant agencies and concrete steps are needed to overcome obstacles in policy implementation and improve cemetery services to the community.
