Abstract

This research discusses Ridwan Kamil's collaborative leadership in the development of smart city in Bandung City in 2013-2018 period. Using a literature study approach, this study analyzes how Ridwan Kamil involved various actors in realizing digital governance. The results of the study show that inclusive and collaboration-based leadership encourages public service innovation, community participation, and government transparency through the use of technology. Initiatives such as Bandung Command Center, e-budgeting, and co-creation forum are real examples of smart governance implementation. This study confirms that the success of smart cities does not only rely on digital infrastructure, but also on leadership models that open up space for cross-sector collaboration. The findings provide theoretical and practical contributions to the development of technology-based governance at the local level.
