Abstract

In Law Number 18 of 2008 concerning Waste Management article 1 paragraph (7) it is stated that waste management must be carried out at an integrated waste processing site (TPST). Bantargebang TPST is the TPST that is most talked about, considering that the condition of waste accumulation there is already mounting, with the height of the landfill zone almost reaching the maximum height limit, namely 50 meters or the equivalent of the height of a 16-story building. The people who live around the Bantargebang TPST ultimately feel the negative impacts of the accumulation of waste, one of which is the impact of air pollution. Therefore, the DKI Jakarta Provincial Government in collaboration with the Bekasi City Government issued the Bantargebang TPST Social Assistance Program in the form of BLT. In this research, researchers used descriptive research methods with a qualitative approach. The data collection techniques that researchers use are interviews, literature/document studies, and observation. Meanwhile, the data analysis technique that researchers use is the data analysis technique according to Miles, Huberman, and Saldaña. In studying the implementation process of the Bantargebang TPST Social Assistance Program in Bantargebang District in 2022, researchers used the policy implementation model according to Van Meter and Van Horn (1975). The results found that the implementation of the Bantargebang TPST Social Assistance Program in the form of BLT was still not running optimally. The problems that researchers found were: (1) the objectives of the Bantargebang TPST Social Assistance Program in the form of BLT have not been achieved; (2) there is a delay in disbursement of BLT; and (3) many people do not update their population data with the sub-district, thus hampering the process of matching data on BLT recipients.
