Abstract

This study focuses on Regent Regulation Number 12 of 2022 concerning restrictions on operational hours of goods vehicles on roads in Tangerang Regency, but the researcher focuses the research locus in Jayanti District, Tangerang Regency. The problems found were the large number of traffic accidents due to trucks, violations committed by truck drivers, lack of supervision from stakeholders on duty, and less massive socialization to the community, especially drivers. The purpose of the study was to assess the effectiveness of the regulations so that they can be used as evaluation material to be improved and considered in the future. The theory used is the theory of policy effectiveness by Richard Matland (in Nugroho, 2020) with five indicators, namely policy accuracy, implementation, targets, environment and process. This study uses a quantitative research method with a survey research type according to Creswell (2016). Data collection using a questionnaire distributed to 242 respondents who were the research sample. Data analysis was carried out by testing validity, normality, reliability and hypothesis using SPSS 26 for windows. Using a minimum effectiveness ratio scale according to Mahmudi (2016) of 75%. Based on the test conducted, the research results obtained with a percentage of 61%, which is less than the minimum effective ratio scale, it can be assessed that the Regent Regulation is ineffective, this is because there is no article containing the type of sanctions for violators of the regulations that are firm and deterrent, the many violations committed by goods vehicle drivers are partly due to the lack of coordination and good communication between government agencies and private companies that operate goods vehicles, the lack of routine and strict supervision by supervisory officers, the lack of socialization to the community, especially truck drivers, regarding the implementation of regulations and also the importance of orderly traffic.
