The Indonesian government promotes economic acceleration through National Strategic Projects (PSN), with emphasis on infrastructure development and export competitiveness. The Tanjung Lesung Special Economic Zone (SEZ) in Pandeglang Regency, Banten Province, established in 2015, represents a tourism-based SEZ with strategic potential for sustainable economic development. This research evaluates the implementation of tourism SEZ policy using Leo Agustino's policy evaluation model, which assesses five dimensions: human resources, institutional capacity, infrastructure and technology, financial support, and regulatory framework. The study employs qualitative descriptive research. Several implementation problems exist, including discrepancies between planning and implementation, underutilized public facilities, investment realization of only 3.42% of the Rp 92.4 trillion target, and low employment absorption with only 4,403 workers from the target of 85,000. Despite significant progress in the tourism sector, policy implementation requires stronger inter-sectoral collaboration, community involvement, and consistent regulatory and infrastructural support to achieve sustainable regional development.
