Evaluasi Kebijakan Uji Emisi Gas Buangan Kendaraan Bermotor dalam Penanggulangan Pencemaran Udara di Kabupaten Tangerang

This study aims to evaluate the policy on motor vehicle exhaust emission testing as an effort to combat air pollution in Tangerang Regency. The background is the high Air Quality Index (AQI) due to the growth of vehicles and population. In response, the Regent issued Instruction No. 2 of 2023 concerning the implementation of emission testing. This research uses a qualitative descriptive method with a case study approach. Data were collected through in-depth interviews, field observations, and documentation studies, then analyzed using Agustino’s model (Apparatus Resources; Institutional Aspects; Facilities, Infrastructure, and Technology; Financial; Regulation). The results show that the emission test policy contributes to reducing pollution levels by increasing vehicle compliance with emission standards. However, its implementation is still constrained by limited operational capacity and human resources, as well as uneven socialization efforts. Law enforcement remains reactive and lacks integration. Furthermore, the regional budget allocation only covers operational costs without support for incentives. In conclusion, this policy has a positive impact but is not yet optimal. Modernization of equipment, enhancement of the competence and number of officers, strengthening inter-agency coordination, and socialization strategies based on local socio-cultural characteristics are necessary.
